We are looking for an experienced External Relations and Cooperation manager, an inspirational and collaborative leader who is comfortable with strategic leadership, change management, and networking.

You will drive the execution of EFSA’s strategy towards 2020 and beyond, through building relationships and facilitate stakeholder consultation. You will inform strategic decisions and act as a link to the outside world to promote scientific cooperation and EFSA’s corporate activities.

You will serve as a role model, driving change and improvements and supporting the department’s culture of collaboration.

As the Head of the Engagement and Cooperation Unit you will guide an experienced team, recently reorganised. Your goal will be to strengthen trust in EFSA by increasing the visibility of its work, protecting and enhancing its reputation, and fostering cooperation among partners and stakeholders at national, EU and global level. The unit is composed of approximately 30 staff, organised into three teams: Institutional and Stakeholder Relations; European Cooperation; and International and Inter-Agency Relations and Capacity Building. You will also be responsible for the activities of the Brussels office.

Mission Statement of the Unit:

The Engagement and Cooperation Unit serves to improve trust in EFSA by increasing the visibility of its work, protecting and enhancing its reputation, and fostering co-operation among partners and stakeholders at national, EU, and global level. The Engagement and Cooperation Unit, together with the Communication Unit belongs to the Communication, Engagement and Cooperation Department (COMCO).

– The Engagement and Cooperation Unit has an important bridging function, channelling insights and information into the organisation to inform strategic decisions, and acting as a link to the outside world to promote cooperation and the scientific and corporate activities that it undertakes. 

– Staff in the Communication, Engagement and Cooperation Department (COMCO) department seek to adopt a partnership approach in all that they do, both in the relationships that they develop with colleagues in other EFSA departments and in the way that they engage with external stakeholders.

The jobholder will report to the Head of the Communication, Engagement and Cooperation Department.

  

Your key responsibilities

 

Operations supervision:

• Coordinate complex cooperation activities and establish partnerships between internal actors in EFSA and between EFSA and a number of external stakeholders (National Authorities inside and outside the EU, Scientific Communities and EU Institutions, etc.), representing EFSA in international fora when required;

• Coordinate the organisation of regular fora and meetings (e.g. Advisory Forum) and optimise national and international stakeholders’ engagement through the organisation of conferences, round tables and virtual communities;

• Actively manage EFSA’s reputation and ensure consistency of communication with a wide variety of stakeholders;

• Develop and implement a communication and stakeholder mapping and outreach strategy, in line with EFSA’s mandate and the needs and expectations of various stakeholders;

• Coordinate research efforts of the European and international risk assessment communities through the implementation of the EU Risk Assessment Agenda;

• Proactively advise the Head of Department on the strategic planning of the department and of the Agency and help define priorities in line with EFSA’s overall strategy and objectives;

• Manage communication projects and processes by shaping, supporting and coordinating engagement, networking and cooperation activities.

Management:

• Lead, motivate and coach the Unit staff and partner with EFSA’s managerial community, providing professional advice and support and ensuring development and retention of talent;

• Provide strategic vision, direction and leadership to achieve the Unit’s mission;

• Manage the Unit’s budget, through sound planning, monitoring and reporting on the implementation of the allocated resources.
